The first three equations are incorrect.
Constants don't change. ( They're 'constant' )
So if 13 + 20=33, 13 + 20 will always = 33.
However, y + 13 could equal any number as y is not constant.
Ninja can probably explain better

7+8=17 ,
8+9=20,
9+10=23

13+14=x <-- which is 4 places down 9+10
1st way to solve it
7+8 = 15+2 = 17 i = 1 the place
8+9 = 17+3 = 20 i = 2
9+10 = 19+4 = 23 i = 3
.... n + n+1 = n + n+1 + i+1
13+14 = 27+8 = 35 since i = 7
2nd way to solve it
17 (i = 0)
20 (i = 1)
23 (i = 2)
....17 + 3i
Here i = 6, since I started at 0 instead of 1
17 + 3(6) = 35

If you're going to use a non-standard number system, you need to define it properly and rigorously, otherwise statements (and therefore questions) within it are ambiguous, if not meaningless.

The answer is 35
7+8 = 17
8+9 = 20 (17+3)
9+10 = 23 (20+3)
the increment is 3
10+11 = 26 (23+3)
11+12 = 29 (26+3)
12+13 = 32 (29+3)
13+14 = 35 (32+3) = x
