 I whipped up a script for text based commands today. Basically instead of bringing up the console and typing "sv_ban 1 1h", you would just hit chat and type in "/ban 1 1h". The format for these commands is consistent with that of the regular console commands. The only difference is that you can do it in chat and without having to type in "rcon" or "sv_". The obvious issue here is that this won't work with commands that return information like sv_players. At least not yet. As usual, only admins (as per the admin list) can use these commands. I also threw in a couple of new commands as a sort of test.

Supported Commands:
sv_ban 1 1h = /ban 1 1h
sv_changeteam 1 = /changeteam 1
sv_kick 1 = /kick 1
sv_kill 1 = /kill 1
sv_invis 1 10 = /invis 1 10
sv_map_next = /map_next
sv_map_reset = /map_reset
sv_setammo 1 1000 = /setammo 1 1000
sv_setspeed 1 2 = /setspeed 1 2
sv_teleport 1 10, 10, 10 = /teleport 1 10 10 10

New Commands:
/mute 1 = Mutes player 1 for current round.
/suspend 1 = Kills player 1 and prevents him from respawning.
/teleport 1 2 = Teleports player 1 to player 2. Support for vehicles has been added.
/unmute 1 = Allows player 1 to type again.
/unsuspend 1 = Allows player 1 to spawn again.

This next one is pretty extensive and can actually be used by anyone. However, non-admins can only see their own info and not that of other players.
/info 1 = Returns all sorts of information on player 1. Here is a screenshot to demonstrate:

 I'm still adding commands/polishing the script. When it is completely finalized I'll put it on my server. Of course, Slim is free to put it on his servers if he wants as well.

 So, you wouldn't even have to open up rcon? You would just say in the chat bot ban 1 1h and it would ban them for 1 hour?

 That mute command would be amazing. So many times players carry on/rant in chat but are playing game which I don't think gets a kick, but mute for the remaining time would be perfect.
